Criminal policy custodians take action to maximize the positive or negative capacities of criminal policy models by eliminating the shortcomings of each model and, as appropriate, increasing or decreasing the authoritarianism or realistic libertarianism in it, to ensure the security of society by influencing the prevailing political context. The present study was conducted with a descriptive-analytical approach and in a library manner. The required information was collected from reliable scientific sources (books, articles, and websites) and analyzed using logic and reasoning. The research findings show that although the diversity of Proactive responses in criminal policy can be accompanied by maximum benefit from the libertarian/democratic model, this can also be realized by combining it with government models, the superiority of executive branch institutions in adopting defensive active measures that restrict the fundamental rights and freedoms of individuals. Therefore, proactive measures in today's criminal policy can be the simultaneous use of the characteristics of the populist model with an insistence on freedom-orientedness and the use of proactive measures on the one hand, and the benefit of the authoritarian model of criminal policy with an emphasis on security-orientedness and the use of defensive and Incapacitation proactive measures on the other. In the meantime, the inevitable combination of governmental and societal models simultaneously in designing crime prevention strategies and the diversity of governments' proactive measures is undeniable.
