Criminal policy, as a set of coordinated measures in the process of crime prevention and control, can only fully and effectively play its role if it keeps pace with the rapid transformations in crime patterns—particularly within the context of emerging technologies such as cryptocurrencies and cybercrimes—on the one hand, and with social-cultural needs and requirements on the other. Accordingly, the question arises as to how to systematically activate non-governmental institutions and public participation, alongside executive criminal policy, as an integrated model for strengthening and enhancing the effectiveness of such measures—a question that calls for thorough exploration and an appropriate response.
Safeguarding the economic interests and security of society and its citizens necessitates reducing the constraints arising from human rights considerations in combating economic crimes and organized cryptocurrency offenses, and instead, by purposefully combining and formulating executive and participatory criminal policies, while making use of modern technologies and reinforcing restorative justice, adopting a more responsive, justice-oriented, and effective criminal policy to better serve citizens.
This paper aims to identify how to purposefully integrate the executive and participatory approaches within a localized criminal policy framework to enhance its efficiency and effectiveness. Achieving this goal is made possible—through the description and analysis of propositions in criminal policy and restorative justice—by collecting library-based data. The findings indicate the necessity of creating an integrated model of criminal policy that employs both coercive and participatory tools simultaneously and fosters cohesion between governmental and civil institutions to prevent and reduce cryptocurrency-related crimes .
