Field and Aims: Technological advancements in recent decades have significantly impacted various aspects of human life, including legal and criminal justice systems. One of the most notable effects of these advancements is the introduction of modern technologies in the execution of punishments and monitoring of offenders. Among these innovations, electronic monitoring systems have gained a prominent position in contemporary criminal policies. Initially designed to reduce prison overcrowding and enhance the quality of offender supervision, this penal institution has now evolved into an effective tool for managing the criminal justice system.
Method: This research has been conducted using an analytical-descriptive approach.
Findings and Conclusions: The study’s findings indicate that electronic monitoring is not limited to minor offenses; rather, it can also be applied in cases such as parole, semi-freedom systems, and even certain serious discretionary crimes. Additionally, an analysis of relevant judicial rulings reveals that judges’ approaches to accepting this penal measure vary based on the individual and social circumstances of offenders. Furthermore, an examination of the technologies used in these systems, including electronic ankle bracelets and GPS tracking, highlights the high efficiency of these devices in ensuring effective offender supervision. The research concludes that electronic monitoring systems can play a crucial role in reducing prison populations, rehabilitating offenders, and maintaining public security. However, challenges such as implementation costs, human rights considerations, and the necessity of drafting more precise regulations for the optimal use of these systems remain significant concerns.
